The ability to implement directive instruments on roads owned by regions and municipalities is not legally limited in any way. Given that the level of safety on these roads of lower categories is often lower than on most roads of the TEN-T network, the implementation of tools on them is desirable and recommended by the European Commission. The implementation of these tools on all types of roads is also supported in the National Road Traffic Safety Strategy 2011-2020. This methodology presents the principles of conducting safety inspections applicable to all categories of roads.
