The primary goal of the methodology is to describe the process of solving a critical location. It also includes verification of whether it is a real critical location, or whether the accumulation of traffic accidents occurred due to the significant influence of chance or factors that cannot be detected during an inspection of the location. The secondary goal is the creation of a catalog of risk factors related to the formation of ground communication and relevant measures to minimize them. The benefit of the catalog is not just a summary of known knowledge, but the addition of data on the lifetime, financial complexity and, in particular, the effectiveness of individual measures. Due to the changing price levels and the variability of the service life of some measures depending on the intensity of traffic, the evaluation of each of these parameters is carried out relatively using a three-level scale.
