The purpose of this methodology is to present a generally accepted interpretation of the control procedure
compliance with legal regulations in social legislation, both in the context of conducting inspections
road, as well as inspections at the carriers' establishments. This methodology is primarily intended for
control authorities of the Czech Republic, to improve their professional conduct and increase
professional level so that when assessing similar facts and when making decisions
of similar cases, there were no unjustified differences in the interpretation and approach of the party
individual control authorities of the Czech Republic. At the same time it was accepted and in some
cases, the provisions contained in the "Interpretation of the Council Regulation" are directly incorporated
and of the European Parliament No. 561/2006 for the purposes of the uniform implementation of roadside inspections".
The methodology describes the legal status and opinion of the Ministry of Transport at the time of its publication.
The methodology reflects the state of EU legislation and national regulations as of 31 October 2017.

The updated methodology aims to:

  • specify the range of carriers and drivers to which the said regulations apply
  • present a generally accepted and illustrative interpretation of these regulations,
  • specify the scope of the basic control of the tachograph in connection with the use of data for
    inspection of the carrier and driver.
